From Deceive Inc. Wiki
NPCs (Non-Player Characters) are a main mechanic in Deceive Inc. They are the characters who wander around every Operation, providing Disguises and a crowd to blend in to for Agents.
Civilians
Civilians are the lowest Clearance Level available. While they have the lowest access, they are also the most numerous, making them blend in much more than NPCs of higher Clearance Levels.
There is currently 8 Civilians in the game, each of which having 3 variations.
Staff
Staff are the second-lowest Clearance Level available. While less numerous than Civilians, they are able to enter Staff-exclusive areas and interact with Staff-exclusive Social Interactions.
There is currently 2 Staff members in the game, each of which having 3 variations.
Guards
Guards are the third Clearance Level available. They are able to enter Staff and Guard exclusive areas and interact with Guard-exclusive Social Interactions, at the cost of attracting much more scrutiny due to their security clearance.
There is currently 2 Guards in the game, each of which having 3 variations.
Elite Guards
Elite Guards are the second-highest Clearance Level available, equivalent to Technicians. They are able to enter Staff, Guard, and Technician-exclusive areas, at the cost of attracting much more scrutiny due to their security clearance and rarity.
There is currently 2 Elite Guards in the game, each of which only have one variation. While they do not have any available information in-game, their appearance implies they are stronger versions of the basic guards.
Technicians
Technicians are the second-highest Clearance Level available, equivalent to Elite Guards. They are able to enter Staff, Guard, and Technician-exclusive areas, at the cost of attracting much more scrutiny due to their security clearance and rarity. In fact, Technicians do not appear outside of the Vault at all.
There is currently 2 Technicians in the game, each of which have three variations.
VIPs
VIPs are the highest Clearance Level available, able to access all areas. However, only one VIP is present on every map (excluding Operation Silver Reef, which has two), making them extraordinarily rare and placing them under high scrutiny from Agents. Each VIP only has one variation.'
