Behavior
Peter is exclusively found outside of the Vault. Here, he will wander around and engage with Social Interactions. On occasion, he may speak with other nearby Civilians.
Should combat occur near him, Peter will either run away from the fight or Cower.
Like all Civilians, Peter is incapable of Reviving unconscious NPCs.
Like all Civilians, Peter cannot open Drawers under normal circumstances.
